Part of the problem is that the villains- the fractious sub-chiefs under Aksinya's father- believe that they can gain access to the family's power by marrying her into their families or having her make bargains with their own family spirits to make them more powerful. The sea loves this child, and will follow her where no man can tame it.
Perhaps part of the problem is them destroying any who could recognize the marriage, or something.
